Richland County Council Vice Chair Dalhi Myers will host a Tele-Town Hall at noon Saturday, May 2, to give residents an opportunity to get information and ask questions about Richland County’s utilities expansion project and COVID-19 response efforts.
“This ‘tele’ town hall format will allow you to stay safely in your home while learning about important activities in your community,” said Myers, who represents District 10.

Southeast Richland Water & Sewer Systems Expansion Project
The water and sewer project will connect Hopkins Middle School, Hopkins Elementary School, Gadsden Elementary School and Franklin Park to public sewer service, eliminating the need for wastewater lagoons at those sites. In addition, the project will link public water and sewer services with residences, small businesses, government offices and churches in the area, as well as McEntire Joint National Guard Base.
The utilities expansion project represents a $35 million infrastructure investment in Southeast Richland County. The project will add 116 new fire hydrants along the 33-mile path, resulting in safer communities, increased home values and lower insurance rates.
Construction on the first of the project’s two phases began April 15 and is expected to be complete by the second quarter of 2021.
The first phase is designed to include Lower Richland Boulevard, Air Base Road, Congaree Road, Bluff Road, Reynolds Road, U.S. 601, Cabin Creek Road, Ault Road, Trotter Road, Congaree Church Road and Clarkson Road.
Planning, design and execution for the second phase of the project is anticipated to begin in 2024.
COVID-19 Efforts
Richland County Council has approved several efforts to help mitigate the impact of the economic downturn caused by the COVID-19 public health crisis.
The County has dedicated $500,000 in grants for small businesses, $500,000 to address food insecurity for seniors and low- to moderate-income households and $250,000 for nonprofits to address other community needs, such as rent and utilities.
Of those allocated funds, Richland County already has awarded $250,000 to help provide food for vulnerable seniors in the community.
