Columbia, SC—Richland Soil and Water Conservation District (District) Commissioner Kenny Mullis has been named SC’s Commissioner of the Year by the SC Association of Conservation Districts (SCACD).
Since his appointment in 2005, Mullis has been an active proponent of land stewardship and conservation practices, both within his own District and across the state. His leadership and service were key to the development of a watershed-based plan for improving water quality in the Twenty-five Mile Creek Watershed and precipitated the award of a $330K Section 319 grant from SCDHEC to implement improvements. Mullis also provided technical assistance for erosion control and pasture management at the USC Equestrian Center in 2012-2013, coordinates the District’s no-till drill rental program, and frequently assists with youth education events such as Arbor Day and Earth Day celebrations.
Mullis is a leader within his own District, serving as Secretary/Treasurer for many years and recently accepting the role of Acting Chairman. He also provides leadership at a regional and statewide level through his participation in the SCACD Executive Committee, SC Grazing Lands Coalition, East Piedmont Resource Conservation and Development Council, and NRCS State Technical Committee.
With a background in agriculture, a degree in Agricultural Engineering from Clemson University and many years of experience in natural resources management and conservation, service in his local Soil and Water Conservation District is a natural fit. “I’ve always respected the work of Conservation Districts, so when an opportunity to serve in the Richland District presented, I was excited to step into the role,” says Mullis. “God gave us these natural resources, and it’s our responsibility to take care of them.”
Mullis was recognized for his achievement at the SCACD Annual Banquet on February 24th.

Conservation Districts are political subdivisions of state government under the local direction of five-member Boards of Commissioners. In South Carolina, Conservation District boundaries conform to County boundaries. The Richland Soil and Water Conservation District promotes the wise use of natural resources for the benefit of the citizens of Richland County.
