Richland County is home to one of SC’s largest mitigation banks. The Mill Creek Mitigation Bank, located just upstream of Congaree National Park, encompasses >1,300 acres of protected streams and wetlands which are being enhanced and restored to provide mitigation credits for Richland County’s transportation projects. The Richland Soil and Water Conservation District holds a permanent conservation easement on the property to ensure the land is available to future generations with public access for recreation and education.
This video explains the purpose and function of mitigation banks and their role in protecting wetlands while enabling development.
