Registered for online submittal?
To submit plans electronically and monitor the review process, each applicant must create a username and password on the eTRAKIT system by calling Nicole Dail at (803) 576-2190. You can also fill out the appropriate registration form by clicking one of the links below and sending it to devservices@richlandcountysc.gov:

Once logged in to eTRAKIT, the status of each project under review can be viewed on the applicant's dashboard.

14-Day Review
Which projects have a 14-Day Review?
Can plats be submitted electronically?
Yes! But they must still be signed and sealed according to state regulations. Note: A project cannot be viewed by the County until payment has been made (Step 4 on application).
What happens once my project is submitted?
Once these projects are submitted, they are distributed to the proper reviewer and comments will be entered into the eTRAKIT system within 14 days. You can check the status on your dashboard. When all reviews are completed, you will receive an email notifying you that all reviews are complete and that its status is approved or disapproved.
If my project is disapproved, how do I submit revisions?
Only when all reviews are complete will you be allowed to submit revisions. Revisions submitted prior to all reviews being completed will not be reviewed. Revisions are submitted as attachments to your “active projects” in eTRAKIT. All revised plans must also have a project narrative attached that explains the changes to the plan.
What happens when my project is approved?
When all of the reviewers have approved a project, an email will be sent to the applicant stating that the project is approved. On each applicant's dashboard under the project number, the approval letter will be attached. For plats, the approved plat will be attached or, if paper copies were submitted, the approved plats will be available for pick up at the Planning Counter at 2020 Hampton Street.

Which projects have a 17-Day Review?
Can plats be submitted electronically?
Yes! But they must still be signed and sealed according to state regulations. Note: A project cannot be viewed by the County until payment has been made (Step 4 on application).
What is the deadline for submittal?
Plans can be submitted by 5:00 on Tuesday. On Wednesday morning, all of the submittals that came in during the past week will be screened for completeness. If complete, they will be distributed to the reviewers and given a status of “Under Review”. If incomplete, the applicant will be notified that the submittal was incomplete and will be provided a list of the missing items.
What happens once my project is submitted?
Once under review, each reviewer must enter comments within 17 days and these comments will immediately appear on the applicant’s dashboard. Once all comments are completed and the status of the project has changed to either “Approved” or “Disapproved”, an email will be sent to the applicant notifying them that the review is complete.
If my project is disapproved, how do I submit revisions?
Only when all reviews are complete will you be allowed to submit revisions. Revisions are submitted as attachments to your “active projects” in eTRAKIT. All revised plans must also have a project narrative attached that explains the changes to the plan. This narrative is required to pass the screening.
These revisions still go through the screening like the original submittal, but revisions get prioritized by the reviewers once they are accepted into the cycle.

How do I get an address?
*Special note about addresses as it relates to plan review:
Addresses in subdivisions will be released upon request after completion of first review of the bonded plat digital file. The addresses will be provided in an excel spreadsheet. The digital file must include the following:
- Closed parcels
- Correct street names
- Correct lot numbers
- Correct centerlines

Which projects go before the Development Review Team?
What is the deadline for submittal?
The deadline for these plans is the first of each month to be on that month’s DRT meeting agenda.
When does DRT meet?
DRT meets on the last Thursday of each month and the applicant is invited to attend the meeting to hear the comments and discuss the project with staff that reviewed the submittal. The meeting is open to the public, but there is no opportunity for the public to speak.
What happens if my project is disapproved?
If revisions are required to be made that would significantly change the design, staff may require the plans to come before the Development Review Team again. But if only minor revisions are required, the revised plans would be submitted through the 17-Day Review.
