Mission

The mission of the Department of Planning and Development Services is to improve the
quality of life in Richland County through a democratic process of continuing, comprehensive,
land use planning for economically prosperous, environmentally healthy, socially equitable,
and aesthetically inspiring communities; to coordinate and regulate community development,
redevelopment, and land use in accordance with the County’s comprehensive plan; to administer
building codes which assure the safety and quality of new and existing construction; and to
provide current, accurate, and complete geographic information necessary for community land
use decisions.
