Proclamations

    1. State Constables Council Member Meetze presented proclamations commending state constables volunteering their time with the Richland County Sheriff’s Department and presented a proclamation to Sheriff Lott for utilizing the constables as a resource in law enforcement.
    2. Proclamation Honoring a Community Leader Council Member McEachern presented a proclamation commending Bernice Skinner for her tremendous efforts in community development.

Report of County Attorney for Executive Session Matters The County Attorney provided a brief status of Sloan vs. Richland County and stated that an executive session is needed if Council wished to hear more detail or ask questions about the case.

  1. Public Information Officer The County Administrator announced that the County has employed Stephany Snowden as PIO, whose was previously employed at WIS.

  1. An Ordinance authorizing designation of Blue Cross/Blue Shield property as a Multi-County Business Park [Third Reading/Public Hearing]Third reading approval and public hearing given to this ordinance enabling the County to enter into a Multi-County Business Park Agreement with Fairfield County for Phase XIX consisting of property at Clemson Road and I-20.   2. Amendment to the Richland County Code: Animals and Fowl [Third Reading/Public Hearing] Deferred this amendment to Chapter Five, Animals and Fowl, which will provide for the confidentiality of the identity of individuals who file animal nuisance complaints, until review by the County’s Animal Control Advisory Committee. Recreation Commission: Amendment to the Bond Ordinance [Third Reading/Public Hearing] Third reading approval and public hearing given to this amendment of the 1997 Recreation Commission Bond Ordinance, which will change the use of $264,608.00 designated for a neighborhood park in the North Columbia area to construction of a community center at LinRick Regional Park.
