PRESENTATION OF PLAQUES - Kit Smith and Greg Pearce presented a plaque to Paul Livingston in appreciation of his outstanding service as Chair of County Council in 1998 and 1999. Additionally, plaques were presented to Joe McEachern and Buddy Meetze for their outstanding service as Vice-Chairs of County Council in 1999.

CITIZEN'S INPUT - No one signed up to speak.

PRESENTATION BY CULTURAL COUNCIL - Ms. Dot Ryall of the Cultural Council proposed the construction of a brick sculpture on the grounds of the County Administration Building. A nationally known sculptor has agreed to an artist residency with Columbia High School students to design the sculpture, and Richtex has agreed to donate the brick. The County's only cost would be landscaping if the County chose to do so. Ms. Ryall asked for permission to locate the sculpture on County property.

ADOPTION OF AGENDA - Adopted with the addition of 1o, Ordinance Amendment to the Zoning Code (special exception for commercial uses in rural zones); 3, Public Sculpture; and 4, Proclamation Declaring April 1-7 as Census Awareness Week.

REPORT OF COUNTY ADMINISTRATOR

  1. Census Promotion - Assistant County Administrator Milton Pope reported that on March 28th from 5:30 am to 10:00 am at the Main Post Office, 91.5 radio station will promote the census. Council Members are encouraged to attend the event.
  2. Request to Rename Sheriff's Department Building - Assistant County Administrator Milton Pope reported that the Sheriff has requested that the Sheriff's Department Building on Two Notch Road be renamed the Frank Powell Law Enforcement Center, and asked for Council direction. Council directed the County to proceed with granting the request.

  2. Quit-Claim Deed to Mr. R. Michael Baker for a portion of Bilmont Drive - Second reading approval of an ordinance authorizing this quit-claim deed transferring ownership of the unpaved interior of the cul-de-sac on Bilmont Drive to Mr. Baker. Info: LEGAL

3. PUBLIC SCULPTURE - Gave preliminary approval of locating the sculpture on the grounds of the County Administration Building as proposed by the Cultural Council, with input from the Appearance Commission. Final approval is subject to Council review of any costs incurred by the County for this sculpture.

4. PROCLAMATION DECLARING APRIL 1-7, 2000 AS CENSUS AWARENESS WEEK - Approved. Action: CLERK OF COUNCIL/ADMINISTRATION

6. MOTION PERIOD

Smith - Announced that the County is holding a kick-off public forum dealing with implementation of the Comprehensive Plan on Thursday, March 23rd at Logan School from 6:00 to 8:00 pm.


Smith - Due to a schedule conflict with those Council Members going to the Chamber of Commerce's InterCity Visit to Austin, Texas, requested that the May 2nd Council Meeting be rescheduled. Council moved to cancel the May 2nd Meeting and reschedule it for May 9th. Action: CLERK OF COUNCIL


Smith - Announced that Council will be receiving a report on the 911 incident reported in the State Newspaper this week.


Smith - Announced that Charlie Farrell will report to Council on his evaluation process for the County Administrator on March 28th following the Zoning Public Hearing. Action: CLERK OF COUNCIL


Morris - Requested the County Administrator to respond to a letter written by Michael Brakefield regarding firefighter physicals.
Livingston - Gave notice that he will be bringing to the upcoming D&S Committee the issue of sewer service in Broad River Heights and Riverside Forest. Action: UTILITIES/ADMINISTRATION
Livingston - Gave notice to Council that he will be bringing to the upcoming A&F Committee the Eau Claire Health Center financing issue. Action: FINANCE/ADMINISTRATION
